The Regulations of the Congress of Deputies mark one of the few certainties of this morning (at least until the content of the agreement between PSOE and Junts is detailed): the way in which the constitutive session of the Lower House will be developed. Given the tight balance of political forces that emerged from the elections of July 23, the result of today's votes could give important clues about the positions of those whose votes could be decisive in tipping the balance towards one side or the other.
Today was the first clear date on the horizon the day after the votes. The first of the articles of the norm that governs the activity of the Lower House, refers to the Constitution Whatsapp Database and the Royal Decree calling for elections. Thus, article 68.8 of the EC indicates that Congress will meet in a constitutive session within 25 days following the holding of the elections and Royal Decree 400/2023 indicated August 17 at ten in the morning as the day on which the Cortes will meet to constitute themselves.
